The Center for Neighborhood Technology's Civic Innovation Hub identifies residents who are eager to learn about stormwater management and community organizing. Each cohort created a community-specific capstone project, with expert assistance in resident organization and asset management education.

The Civic Innovation Hub uses a radical approach because it identifies people with an interest in the topic but who don’t have technical expertise. This promoted capacity building, allowing the community to take ownership of the process.
