RFP: Consultant Services, Comprehensive Plan Rewrite, Village of Rockton, IL

The Village of Rockton, Illinois (pop. 7,863) desires to retain a consultant or consultant team for the purpose of rewriting its Comprehensive Plan. The Village wishes to develop an innovative and integrated plan that will:

• Present a clear message and unified vision for the Village of Rockton’s future;
• Solicit public input and achieve community consensus;
• Respond to potential market opportunities;
• Enhance the quality of life and standard of living;
• Encourage economic vitality of the Village’s commercial areas, particularly historic
  Downtown Rockton;
• Build on previous plans, initiatives, and projects;
• Coordinate the Village’s efforts with regional plans and initiatives;
• Deliver a workable strategy with supporting rationale;
• Propose optimal land uses and necessary regulatory and policy changes;
• Guide decisions about growth, development, and investment for the Village; and
• Provide an implementation plan.
